Instead, you can find shutdown / restart options in Start. For instance, when a Windows 10 Insider Preview (be it Home, Pro, Education or Enterprise edition) has downloaded a build upgrade and you are shown Restart now prompt in Settings > Update & Security > Windows Update, you don't have to do the upgrade immediately. The option to choose restart or shutdown with or without update is offered when the update is not critical, not necessary to do immediately. Some updates require immediate restart, some not. It's the nature of update that determines if option to shutdown / restart without updating is shown or not. Those shutdown / restart options are available in all editions of Windows 10, and have been there over a year now, since a few builds before November Update version 1511. There's nothing you can do / change to show or not show restart / shutdown options, whether to restart or shutdown with or without update. I went into the Update settings on my PC hoping to find some setting to allow those options but I didn't find anything.There's nothing different in Windows 10 on your sister's machine and yours, all behave the same way. I never saw the option to Restart or Shutdown without doing the updates and would like that option. I was over to my sister's house the other day and doing something on her PC when I went to shut it down I was offered 4 choices: My main desktop PC updated to Win 10 Ann Ed without any problem as did my sister's desktop.
